The scholars say:
ุชุฑูƒ ุงู„ุฃุฎุฐ ุจุงู„ุฃุณุจุงุจ ู…ุนุตูŠุฉุŒ ูˆุงู„ุชูˆูƒู„ ุนู„ู‰ ุงู„ุฃุณุจุงุจ ุดุฑูƒ
โ€˜Relying solely on the โ€˜meansโ€™ is Shirk,
and abandoning the โ€˜meansโ€™ is a Sin.โ€™

It means: if a man sees that the roof is collapsing on his head, and he just sits there, asking & relying on God to save him โ€“ he is sinful and this is suicide.

If he believes that these โ€˜meansโ€™ alone can save him without God, heโ€™s not a believer.

One should combine actions with supplications & reliance on God.

A man came to a pious man and said: โ€˜Make Duโ€™a that I become a father.โ€™ The pious man made Duโ€™a for him. As the man was leaving, the pious man said to him: โ€˜Donโ€™t rely solely on my Duโ€™a. Donโ€™t forget to do your part.โ€™
